Job Posting Date: November 11, 2017 Position Title: VLF Tower Construction Manager Department: Oklahoma City, OK Salary: DOE Work Hours: 8:00 am – 5:00 pm Position Closes: Until position is filled Positions Primary Function: The VLF Construction Manager is responsible for the planning and executing of Very Low Frequency/Low Frequency (VLF/LF) tall tower maintenance and repairs. They will develop and submit all work, safety, rigging and lift plans. They will oversee the site management of construction, iron workers, painters and tower technician personnel in the performance of conducting installation, maintenance and repairs to communication towers located around the world. Must be able to conduct site visits, assess the condition of potential work sites based upon a Scope of Work, and develop a detailed work plan including schedule and associated cost to complete the work. Must be able to develop and execute rigging plans for both personal and material in excess of 1000’. This individual will be overall responsible for work plan development and execution of the work on site. Must have performed inspections and repairs on a minimum of two communication towers over 600 feet tall in the last five (5) years. Must have demonstrated experience with tall (600-1500’) communication towers, antennas, and similar structures. The candidate must be able to demonstrate they have eight years of experience completing these tasks. Essential Responsibilities: Develop technical proposals in response to request for proposals, create work plans to complete the scope of work, submit environmental plans based on proposals and safety plans that meet the requirements of EM 385-1-1. Installs, erects, maintains, repairs, removes, or retrofits towers and antenna systems (eg antennas, microwave dishes, feed lines, ice shields, etc.), sometimes under adverse conditions (eg, high towers, inclement weather, remote sites, etc.) using safety equipment and hand, power, and specialty tools. Provide on-site management of construction personnel to include Iron Workers and Painters. Demonstrated experience as an Iron Worker. Competent and Qualified to develop lift plans for hoisting personnel and equipment. As the on-site representative for the company, liaison directly with the Project Manager for daily and weekly status reporting as required. Interface directly with subcontractors and on site government personnel overseeing the work. Maintain applicable work, safety and quality reference material and daily logs on the job site. Lead the pre-construction conference and pre-work meetings including preparatory inspection meeting, and periodic in-progress meeting as required. Job Requirements: Must be able to develop work plans to complete the scope of work, environmental plans based on proposals and safety plans that meet the requirements of EM 385-1-1. Demonstrated experience managing personnel and working with Project Managers, Inspectors and personnel visiting the work site. Minimum eight years of tall tower experience is required. Experience within the past five years performing inspections and repairs on a minimum of two telecommunications towers over 600 feet tall is required. Must be able to read and understand construction drawings and tower assembly drawings. Demonstrated expertise in construction skills, rigging, safety and general industry knowledge. Demonstrate experience in using winches or base-mounted drum hoists for vertical lifting on large towers. Demonstrate experience with OSHA and customer-specific safety procedures and guidelines. Examples would be TIA-1019, TIA-222G, ASME B30.7, and OSHA 29 CFR 1926.552 and OSHA 29 CFR 1926.553. Must have the ability to climb towers, can pick up 75 lbs., and be capable of working up to 12 hours on occasion. Proficient in MS office products to include email, power point, excel and word. Must have completed at a minimum of the 30-hour OSHA construction safety classes or has an equivalent of 30 hours of formal construction safety and health training. “Class A” CDL license is preferred or the ability to obtain one after successful completion of our 90 day new employee probationary period. Ability to travel as much as 70% of the time to various locations around the world. Ability to obtain a NACI and background check upon hired.
