The purpose of this job is to assist the construction manager to ensure that the contractor complies with all related requirements, codes, and our client's engineering specifications. The Welding Specialist applies functional knowledge and skills throughout the projects to achieve these goals. The Welding Specialist has the primary accountability to ensure that construction of facilities meet Environment Health & Safety (EH&S), quality, schedule and business requirements. Key Responsibilities: Champion the use of construction safety best practices and drive to a zero-incident safety culture on contracts. Assist the Construction Management staff on a particular project, including visible, proactive leadership in all matters related to safety. Develop plans to identify construction resource needs for a specific project. Ensure that the budget reflects the plan and work with the Construction Manager if discrepancies arise. Participate in FEL. Help develop any special welding activities. Facilitating implementation of regional construction Quality Assurance (QA) work process. Review and approve contractor site specific quality plan. Review and approve contractor welding procedures and welder qualifications. Interpret Codes and Specifications for construction team. Monitor contractor work process according to their Quality Control (QC) plan. Monitor QC to craft ratio. Participate in QC audits. Ensure that owner's critical-to-customer quality requirements for construction projects are met. Implement the Quality assurance welding program for assigned projects. Ensure that the required contractor Quality Control procedures are properly implemented and that the constructed facilities comply with the related requirements, codes, and specifications. Review and approve the welding section of the contractors Job Specific QC plan. Significant Safety visibility and activity level providing support to the Construction Manager on their projects. The specialist shall be actively involved with safety interventions and observations. Provide the necessary technical welding support to the Construction Manager on assigned projects. Review and Maintain radiography and weld rejection data for assigned projects in the Quality Data Base. Work with CM to help resolve welding Request For Information (RFI) issues. Verify the contractors' implementation of their Project QC plan and identify deficiencies and work needed to address the deficiencies. Review and approve welding procedures and welder qualifications for assigned projects. Spot check MTR's to assure compliance with specifications and codes. Communicate with the metallurgist on any filler metal or material issues. Work with construction team to initiate any required Request For Variance (RFV)/ Management of Change. Monitor filler metal controls and storage as specified in the contractors site specific quality plan: Audit Filler Metal Receiving process and spot check MTR's for filler metal compliance for specific vendor requirements. Check Qualifications of personnel issuing filler metals. This person shall have qualifications similar to the QC inspector. Foreman level or responsible supervision may be used in this role provided they have received appropriate and documented training from the QC Manager. Perform visual examinations in the shops and field for code compliance. Items to be verified: 1.Bevel preparation. 2.Ensure that welders have and are using to proper cleaning equipment (carbon steel and stainless steel). 3.Cleanliness of weld preparation for the ID and OD of pipe. 4.Check for weld joint misalignment according . 5.Spot check pre heat as required by specifications. 6.Monitor weather conditions (wind, rain and low temperature) to assure appropriate measures are taken to eliminate impact to welding. 7.Perform spot visual examinations of the completed welds for cleanup. Perform welding audits to confirm compliance or identify and Non-conformances. Qualifications: Minimum 10 years experience in Capital Construction or Construction Inspection. Strong Interpersonal Skills. Strong motivational skills. Situational Leadership abilities. Extensive understanding of advanced inspection techniques and Quality System Audits. Extensive understanding of Industrial Codes (ASME, API, ANSI etc.). Experience in engineering and construction of projects is required. Proficiency in Microsoft applications such as Word (TM) and Excel (TM) , and have the ability to learn new systems quickly. Must have excellent multi-tasking, problem solving and time management skills. A self-starter that can identify, prioritize, and accomplish multiple tasks. Able to work within an empowered team environment. This is a day shift position however you must be able to work overtime as needed including evenings and weekends. Relocation is not offered for this position. Education: A minimum of a High School Diploma or GED. This position is a long term assignment at a global chemical company in Freeport, TX.
